Invitation for Proposals – Dirranbandi Outer Airfield

The Balonne Shire Council wishes to provide a native Mitchell grass cover on the outer Dirranbandi airfield to improve the visual amenity, reduce erosion and ensure an open approach for aircraft. 

Council is seeking to engage a community group to maintain the grass cover to achieve community outcomes.   The community group will be responsible for the cost and maintenance which includes sowing, an annual cut, and preferably removal of cut material. 

This program will be at no cost to Council.

The invitation for proposal process is to ensure all community groups have an opportunity to be considered.

What to submit

Council invites interested community groups within the Dirranbandi community to provide and maintain Mitchell grass cover around the outer Dirranbandi Airfield.  Proposals should include a maximum of three pages to address (but not limited to) the following:

  1. The community group’s name, contact details and any registered status
  2. Indicate the proposed area
  3. Outline a program to sow, annually cut, and preferably remove, Mitchell grass cover
  4. Basic operations including any machinery, staffing, hours of operation etc.
  5. Relevant experience and expertise of the group or persons involved
  6. Any environmental and community benefits
  7. Appropriate work health and safety procedures
  8. Public liability insurance (attach)

Consideration of Proposals

  • Late or incomplete proposals may not be considered.
  • Proposals will be evaluated by a 2-3 person panel to determine the successful community group
  • Balonne Shire Council reserves the right to make the final decision based on the merit of the application.
  • An agreement will be entered into with the successful community organisation with desired outcomes sought by Council.
  • The MOU/agreement will be for a period of up to 5 years renewable by mutual agreement.

This proposal does not constitute the procurement of goods or services and the parties are not bound to any formal obligations until such time as an agreement has
