Manager Finance Services
We have an exciting opportunity for a Manager Finance Services to join our team in St George, QLD, on a full-time basis.
Reporting to the Director Finance & Corporate Services, you’ll be primarily responsible for providing financial leadership, development and strategic direction to Council, to enable an effective delivery of financial services to meet the goals of Council's corporate and operational plans. Critically, your key responsibilities will include:
- Budget (preparation and reviews)
- Procurement management, compliance and internal controls
- Internal and external audit requirements
- Management accounting
- Cost accounting
- Asset accounting
- Long-term financial planning
This position will suit someone looking to advance their career in local government with opportunities to act in the role of Director Finance & Corporate Services in their absence.
This is a leadership role and the successful candidate will be required to provide guidance and mentoring support to a small team of 4-6 people including Accounts Payable/Receivable, Customer Service, Rates Officer and a Procurement Officer.
What we are looking for
To be considered for this position you will hold relevant tertiary qualifications in Accounting or similar and have demonstrated experience and knowledge of contemporary financial management and financial sustainability practices. This will include (but not be limited to) cost accounting, management accounting and long-term financial budgeting and planning.
A CA or CPA and/or previous Local Government experience, whilst not mandatory, would be highly regarded. A strategic thinker with good problem-solving skills, you will have the ability to interpret and apply policies, procedures and legislative requirements - using your initiative to analyse data and make recommendations on solutions.

Economic Development Officer
3-Year Contract, Full Time

The EDO will be required to identify and implement key economic development projects and facilitate private investment and re-investment leading to increased local output and employment. You must be able to develop and manage effective relationships with external stakeholders including local businesses and relevant community groups as well as work effectively and proactively as the region’s primary economic development group.
The position objective is to secure the future prosperity and expanded employment opportunities of the Shire’s residents through economic diversification and value adding to existing industries.
The Balonne Shire is located in Queensland, about 500km inland from the Queensland capital, Brisbane, and is nestled just above the New South Wales border.
Across more than 31,000 square kilometres, 4500 residents call one of our seven communities home – St George, Thallon, Dirranbandi, Bollon, Nindigully, Mungindi, and Hebel. One of the unique things about our Shire is that every town is situated beside a river.
Traditionally, the Shire’s economy has been built around agriculture, in particular the production of cotton, grain, sheep and cattle. Growth has been shown in new areas such as tourism, and horticultural crops such as grapes, onions, and garlic.
Council operating budget is approximately $25 million with a staff base of 97.

Tourism Service Officer
PERMANENT PART-TIME 30.52 HOURS PER WEEK

Are you a motivated and enthusiastic individual with a passion for tourism and promoting the Balonne region? An exciting opportunity for a Tourism Service Officer to join the Balonne Shire Visitor Information Centre team in St George has become available. You will be responsible for assisting in the daily operations and administration of the Visitor Information Centre, and assisting with the delivery of broader tourism projects and activities.
Your excellent customer service skills will see you maintain a helpful and positive environment at the Visitor Information Centre, ensuring visitors are made to feel welcome and leave well-informed. You will be responsible for assisting and engaging with our valued volunteers, the sale of retail stock, ordering and displaying of merchandise. Acting with a high degree of initiative and the ability to thrive under pressure, you will assist with keeping the Tourism Development Officer appropriately and adequately informed on the current state of activities in the tourism section. You will also highlight in advance any points likely to influence Council operations or relations with ratepayers and/or the public.
To be successful within this position, you will have relevant qualifications within the tourism or business sector and/or experience working within Visitor Information Centres or similar organisations, with the ability to provide a thorough and pleasing customer experience.
The successful applicant will work in a team environment and may include working on the weekend and/or public holidays depending on staffing and volunteer requirements.

Salary $60,000 - $70,000 based on experience
Reporting directly to the Chief Executive Officer, this is an exciting role given the reliance by local government on grant funding to establish and maintain its asset base and deliver services to the community. A sound understanding of grant applications, reporting and acquittals processes will be well regarded or the demonstrated ability to rapidly acquire that knowledge. The successful applicant will also possess good communication skills and be able to pass on their knowledge to community groups so they are more successful in accessing grant funding. Role requirements include, but not limited to, the following:
- Work with council officers and councillors to identify & prioritise projects
- Match those projects to relevant funding programs
- Co-ordinate development of one-page business cases for each project
- Co-ordinate development of grant applications up to and including lodgement
- Manage all stages of the grant application process including acquittals and seeking feedback

- Enthusiasm for and knowledge of grant programs from all levels of government and private sector
- Highly developed computer skills, including proficiency using the Microsoft Office suite
